is insulated. Square feet is not a great help when planning the
size of an air conditioner. It is very useful to also have the
cubic feet in the home, along with the sizes and types of
windows.
Where I live in the northwest US, a 3-ton unit would do the
trick easily, but then, we do not get the intensely hot, long
summers as you might in say, Phoenix.

There are no square feet in a meter. A meter is a unit of linear
measure, whereas a square foot is a unit of area measurement. Its a
little like saying "How many gallons in an volt." There are 10.76
square feet in a SQUARE meter, if that's what you were asking.

The question, as stated, cannot be answered sensibly. A square
foot is a measure of area, with dimensions [L2]. A linear foot (lf)
is a measure of distance, with dimensions [L]. The two measure
different things and basic dimensional analysis teaches that you
cannot convert between measures with different dimensions such as
these without additional information.
