Yes it has. Every two years there will be some change. All members of the House of Representatives are up for election. Every two years one third of the Senators are up for election. Senators are elected for a six year term. That is why the Democrats still control the Senate today. Only one third of them were up for election last time.

If you are referring to the total number of seats (Representative districts) in the House, there is no set time period for this. The last time this was changed (to the current 435) was in 1929. Congress can change this at any time it wishes, though such a change would not take effect until the next election cycle. If you are referring to the apportionment of the existing seats amongst the states, then this happens once per decade, after the Census. As the census happens on the decade (1900, 1910, 1920, etc.), the reapportionment takes affect at the next election cycle (1902, 1912, etc.)
